apartment living and Personal safety from fire&earthquike?

I live in a 5 story aprtment building in Malaysia. Have one lift and two stairs. These stairs which is common praperty,But used by some residents as storage place. Building manageing commatee is helpless. any law which can force rasident not to use stairs as their personal store

1. Asians will push the issue and will resist the Landlords rules every inch of the way.. You are in a third world country, and they really don't have the same mindset as elsewhere. Would be careful where I live if it were me.. High rise built over there are a lot different than in the state. Watched them build in Bangkok, and Manila.. You would not believe what I saw.
