Recommendation for a strategy that could tackle the youth issue of personal safety?

How can we prevent young people today from making bad risk behaviours in regards to personal safety?

1. Lock them all in a closet until they're 30. Or we could begin to expect parents to do their jobs raising their children to be responsible individuals who can take care of themselves and show good judgement in various situations and have equal respect for themselves and others. Perhaps there should be a societal shift away from having our government act as either Mother _or_ Father Land and we should begin as people to demand social behavior that promotes the values that lead to these expectations. I think the closet option's more feasible. Unfortunately.
