Is a security officer allowed to grab someone they saw shoplifting and also take their backpack?

Hypothetical: We'll call the person X X walks into a shop. Gets in, packs his bags with some items from the shop, and gets outside. Security guard comes outside, produces ID, grabs X, and asks X to step back into the store. Does the security officer have the right to grab X on the suspicion (possible witness) of theft? Also, when X attempts to run, the security officer grabs his bag, and X doesn't get it back. Is that considered theft on the security's part? Also, what rights does X have? Can the security gaurd be charged with assault and theft? Thanks!

  2. The security guard isnt allowed to do s h i t. He can just hope you'll stop when he tells you to :)
